In the light of these findings it is argued that the concept of strategic niche management needs to be broadened to take account of some of the issues raised.

• the politics of socio-technical system change need to be considered in more depth
• greater allowance needs to be made for non-governmental actors taking a lead role with regard to niche managemnt at different stages of technology change.
