From the production side, we humans must communicate with others, we must request only things that are reasonable and we must attempt to inform and to share things with others in ways that are relevant and appropriate. From comprhension side, we again must participate, we must help, accept offered help and information and share feelings with others. The simple fact is that, as in many domains of human social life, mutal expectations, when put into the public arena, turn into policealbe social norms and obligations.
