1. a dominated community: a small group within the community actually controls who becomes members of the board.

2. a factional community: the board is made up of representatives of several competing groups within the community.

3. a pluralistic community: the board =same as factional, but no one group is able to control the board. 

4 an inert community: the school board is largely indifferent to any decisions.
